p. 166. Four printed columns: the stub, a single column \"Cases in which formal actions taken\", and the spanner \"Formal actions taken by type of case\" over AC and UC. The stub heading and the \"Cases in which formal actions taken\" heading each occupy both heading levels, so they are repeated in both header rows. Arithmetic as printed: the AC and UC cells do not sum to the first numeric column on any row except \"After review of regional directors' decisions\" (10+62=72 vs 88; 8+69=77 vs 99; 5+54=59 vs 72; 3+15=18 vs 27; 3+11=14 vs 23; 0+4=4 vs 4). The vertical structure is internally consistent, however: 72+27=99 in column 1, 5+3=8 in AC, 54+15=69 in UC, and the \"By Board\" detail lines sum to the \"By Board\" line in all three numeric columns (23+4=27, 3+0=3, 11+4=15). Values are transcribed exactly as printed; nothing was adjusted to reconcile the rows. The digits in the \"By regional directors\" and \"By Board\" rows are set in small bold type in this scan; the AC cell read as 5 and the UC cell read as 54 on \"By regional directors\" are the least crisp glyphs on the page (a 5 here can resemble a 6), but both are confirmed by the column sums noted above. No part of the table appears cut off by the crop; the caption and footnote are both fully visible.
