Seven printed columns: stub, "Cases in which formal actions taken" (a tall heading spanning both header levels), then "Total formal actions taken", RC, RM, RD, UD under the spanner "Formal actions taken by type of case". A double vertical rule separates RD from UD. The UD cell of the second "Dismissals on record" row (the one indented under "After review of regional directors' decision", with 9 / 9 / 7 / 1 / 1) is blank in the image, while the "Elections directed" row just above it prints 0 in UD; the parent row "After review of regional directors' decision" prints 0 in UD, so the blank is most likely an omitted 0, but it is transcribed as empty because nothing is printed there. This scan's 5 and 6 glyphs are easily confused; every value was cross-checked against the printed totals and all additions balance (e.g. 2,455 + 246 = 2,701; 1,581 + 199 = 1,780; 330 + 205 = 535; 529 + 22 + 7 = 558), so the readings 2,455 / 1,581 / 558 / 512 / 529 / 205 / 95 are confirmed rather than guessed. No arithmetic discrepancies were found anywhere in the table. The footnote marker 1 appears on the caption line ("Fiscal Year 1971 1"), which is excluded; the footnote text itself is printed below the table and is retained. Row labels retain their printed wording, including the singular "report" in "No exceptions to regional directors' report" versus the plural "reports" in the row below. Typographic apostrophes are rendered as plain apostrophes.
