No discrepancies found. The scan is a 1-bit halftone in which 5, 6 and 8 are easily confused; the sum checks above resolved every such cell, including \"1,526\"/\"1,090\" (Initial ULP hearings) and the 50/55/65 values in the \"Hearings completed, total\" and \"Initial ULP hearings\" rows.
