The stub has no printed heading, so cell 0 of both heading levels is empty; \"Total\" is a tall heading spanning both levels. \"RC cases\", \"RM cases\" and \"RD cases\" are centered band labels across the data columns, transcribed as label-only section rows. DOUBTFUL CELL: row \"Pending July 1, 1970\" under \"RC cases\", column \"AFL-CIO unions\". I read the glyph as 1,878, but it is very likely a misread of 1,378: the 3/8 distinction is unreliable in this 1-bit scan, and two independent arithmetic identities both require 1,378 — the row sums to the printed Total (1,378+590+213+342+7 = 2,530, whereas 1,878 gives 3,030), and the column identity holds (1,378+6,073 = 7,451 on-docket, whereas 1,878 gives 7,951). Every other cell in the table satisfies both its row sum and its pending+received=on docket / on docket-closed=pending column identities, so this cell is the sole arithmetic break and I judge it an OCR artifact rather than a printed misprint. Transcribed as seen; a downstream user should probably treat it as 1,378. Row \"Closed fiscal 1971\" under \"RC cases\", column \"AFL-CIO unions\" is printed as \"5 933\" with the digit-grouping comma missing or broken away in the scan; transcribed as 5,933 in line with the normal grouping convention used throughout the table. Cells shown as dash rules (the Employers column in the RC and RD blocks, and the five union/individual columns in the RM block) are transcribed as empty strings. The caption carries footnote marker 1, which is recorded with the caption elsewhere and not repeated in the grid.
