p. 29. The crop shows no column headings, so header_rows is empty; the table is two columns (stub plus a single unlabeled count column). The first row, "Total contested Board decisions" (1,242), is set off by a rule under its value; indentation marks "Initial ...", "Supplemental decisions", "Backpay decisions" and "Determinations in jurisdictional disputes" as components of "Unfair labor practice decisions", and the three "After ..."/"Decisions on objections ..." lines as components of "Representation decisions total".
