"Number decided" is a tall heading spanning the third and fourth heading levels, so it is repeated in both. No footnotes are printed under the table. The scan's digit 5 frequently resembles a 6 (e.g. the 15s in the "Totals—all types" row and the 5s in the NLRB-initiated / To enforce subpena rows). I read them as 5 and 15; every such reading is confirmed by the table's own arithmetic — in every row the courts-of-appeals and district-courts figures sum exactly to the Total—all courts figure, and the detail rows sum exactly to their section lines and to "Totals—all types". No internal inconsistency or suspected misprint was found. "subpena" in the row "To enforce subpena" is spelled that way in the original and is transcribed as printed. "Other" appears twice as a row label (once under "To restrain NLRB from", once under "To compel NLRB to"), as printed. The row labels are printed at several levels of indentation; the indentation is not preserved in the cells, but row order is unchanged.
