316 of 316 figures sit in a row or column sum that works out.
p. 201. 15 columns: stub, 4 whole-table columns, four union groups of Number/Percent under "Elections in which representation rights were won by", and Number/Percent under "Elections in which no representative was chosen". "A. CERTIFICATION ELECTIONS (RC & RM)" is a centred section line inside the table body carrying a label and no values; it is transcribed as a row with empty cells. The crop ends just below the "10,000 and over" row at a rule, so any further panels of this table (e.g. a part B) and any footnotes printed beneath are outside the crop; none appear on this image. In the "Total RC and RM elections" row the Teamsters "Percent by size class" cell is printed as "100. 0." with what looks like an extra period after the final digit; it is transcribed as "100.0" on the assumption the mark is a stray dot / leader artefact. In the same row the "Percent of total" column is a dash rule and is transcribed as "". The scan drops many decimal points, so values such as "3 4", "1 5", "0 8", "99 1", "92 5", "12 3", "8 5", "2 1" and "0 0" are printed with a gap where the point belongs; they are transcribed with the decimal point (3.4, 1.5, 0.8, 99.1, 92.5, 12.3, 8.5, 2.1, 0.0), which is confirmed by the column arithmetic below. Verification: each numeric column sums exactly to the printed total row — eligible to vote 588,214; total elections 7,773; AFL-CIO 2,441; Teamsters 1,227; other national 456; other local 243; no representative chosen 3,406 — and the "Percent of total" column accumulates exactly into the "Cumulative percent of total" column at every row. No misprints detected. The "2,000 to 2,999" row genuinely prints 0 eligible voters and 0 elections, with dash rules in every percent cell; this is consistent with the column totals.
p. 202. COLUMN STRUCTURE (15 columns = stub + 14 value columns, read off the vertical rules): col 1 = employees in units (total 20,344); cols 2-4 = number of elections / percent / cumulative percent (total 301, 100.0); then five two-column number+percent panels whose totals are 60, 18, 11, 2 and 210. Only the first panel has a cumulative-percent column; in every other panel each number column is followed directly by its own percent column. NO COLUMN HEADINGS are printed on this crop — the headings sit on the earlier page with panel A — so header_rows is empty. The caption line "B. DECERTIFICATION ELECTIONS (RD)" is printed centered above the table's top rule rather than inside the ruled body; I treated it as a section line (label, no values) rather than as a table caption, since it is the "B." counterpart of a lettered section. Drop it if your convention counts it as caption. ARITHMETIC CHECKS (all passed, as printed, nothing computed into cells): every count column sums exactly to its printed total — col 1 = 20,344; col 2 = 301; col 5 = 60; col 7 = 18; col 9 = 11; col 11 = 2; col 13 = 210. The cumulative-percent column also chains correctly from 25.2 through 100.0 when the col-3 percents are added in order. These checks resolve the 5/6 glyph ambiguity in this typeface: "10 to 19" col 2 is 59 (not 69), and "500 to 799" col 1 is 1,578. FAINT DECIMAL POINTS: the scan drops or thins the period in many one-decimal percentages, so they read like "10 0", "9 1", "0 7", "5 6", "0 9", "65 4", "57 8", "82 0", "86 3". The period is printed but under-inked; I transcribed all of these with the decimal point. No digits were changed. STRAY MARK: in row "40 to 49", the eleventh value column (the panel totalling 2) shows a small raised tick immediately before the digit 1, reading roughly as '1. I transcribed it as 1, since that column sums to exactly 2 with this cell and the "500 to 799" cell, and footnote 1 is a glossary note that attaches to headings rather than to a data cell. It is most likely an ink speck or broken type, not a footnote marker. A faint speck also sits in the blank area of row "50 to 59" between the tenth and eleventh columns; ignored. DASH CELLS: throughout the table a percent cell is printed as a dash rule wherever its paired count is 0; all of these are "" per instructions. This rule holds without exception in every panel, which is a further check that counts and percents are paired in the right columns. AS-PRINTED ODDITIES (not corrected): in the panel totalling 18, a count of 2 is printed as 11.0 (2/18 = 11.1) and a count of 3 as 16.6 (3/18 = 16.7), so that panel appears to truncate rather than round, while a count of 1 is printed as 5.6 (rounded up from 5.55). In the last panel, "30 to 39" shows 5.3 where 11/210 = 5.24. CROP: the right edge clips a rotated running head ("Appendix"), excluded as instructed. The table body itself is complete — the bottom rule and footnote 1 are both inside the crop.
