Row labels repeat at different indent levels under the three section rows ("Certification amended or unit clarified", "Dismissed", "Withdrawn"); indentation is not represented in the grid, so "Before hearing", "After hearing", "By regional director's decision" and "By Board decision" appear several times as printed, in order. All printed values are internally consistent (AC: 70+18+28=116; UC: 56+85+80=221), so no suspected misprints. A small stray ink speck sits in the UC column just left of the "7" on the second "By Board decision" row (under "After hearing" in the certification-amended section); the digit itself reads clearly as 7 and the speck was not transcribed. Scan is a 1-bit bitmap, so some glyphs are degraded ("unit" in the second row label renders with a broken u), but all readings are unambiguous in context.
