Crop is a partial table: it ends immediately after the "Contested" row and the table clearly continues on the following page (the "Compliance with" subrows shown sum to 595 of the printed total 995; the usual later methods — withdrawal, dismissal, etc. — are not on this image). No footnote texts appear in the crop, so `footnotes` is empty even though footnote markers 1 (on the caption) and 2 (in the body) are referenced. Decimal points dropped by the scan: this printing loses the period in several percent cells, which appear as a gap (e.g. "100 0", "3 9", "2 4", "1 6", "3 6"). I restored the period in these cells, since every neighbouring value in the same column carries one and the figures check out against their section bases: "Total number of cases closed" / All C cases Percent of total closed (100.0); "Agreement of parties" / All C Percent of total method (100.0); "Formal settlement" / All C Percent of total method (3.9); the first "Consent decree" / All C Percent of total method (2.4); "Trial examiner's decision" / All C Percent of total method (1.6); "Compliance with" / CP cases Percent of total closed (3.6). Likewise "Adopting trial examiner's decision (no exceptions filed)" / CA cases Percent of total closed prints as a bare "8"; transcribed ".8" (104 of 12,815 = 0.8 percent). "Before issuance of complaint", CD cases Number column: the cell holds a parenthesized raised 2, i.e. a reference to footnote 2, not a count; transcribed "(2)". It sits under Number, not under the adjacent Percent of total closed column (which is a dash rule). The surrounding arithmetic implies the suppressed count is 0 (CD informal settlement 1 = this cell + 1 + 0), so the marker may be standing in for a zero or be a typesetting shift from the percent column. Stray ink specks precede the values in the All C cases Percent of total closed column on the last two rows ("' .7" and "' 2.2"); read as .7 and 2.2. All other internal sums check: informal + formal settlement = agreement of parties, the three informal-settlement stages sum to the informal total, stipulated + consent sum to each formal-settlement stage, and adopting + contested = Board decision, in every one of the 15 data columns.

p. 178. Continuation page: no column headings are printed on this crop, so header_rows is empty. The grid has 16 columns (stub + 15 numeric), counted from the column rules: a three-column block (number, percent, percent-of-subtotal) followed by six two-column blocks (number, percent). The first two rows ("Circuit court of appeals decree", "Supreme Court action") are indented sub-rows of a section whose heading falls on the preceding page. Decimal points: this scan drops many faint decimal points, which the typesetter sets with a following space (the same artifact as "8, 044"). Where the column is unambiguously a one-decimal percent column I have restored the point, e.g. the Withdrawal row's 5th numeric cell reads "36 9" and is transcribed 36.9; "35 2" -> 35.2; "31 1" -> 31.1; "16 2" -> 16.2; "23 6" -> 23.6; "94 6" -> 94.6; "3 7" -> 3.7; "1 0" -> 1.0; "1 1" -> 1.1; "3 4" -> 3.4; and bare single digits in percent columns ("9", "8", "4", "3", "2", "1", "0") -> .9, .8, .4, .3, .2, .1, .0. Every such restoration is confirmed by the column adding to its own subtotal/100.0 line (e.g. 94.6 + .2 + .0 + .0 + 3.7 + 1.3 + .2 = 100.0 under Dismissal), so the values are secure even though the printed points are not legible at this resolution. Footnote-marker cells: in the two "Before issuance of complaint" rows the 10th numeric column (the 5th case-type number column, which carries the 664 10(k) figure) holds a raised 2 in parentheses in place of a value; transcribed as (^2). Possible printed rounding adjustments, transcribed as printed and not corrected: under Dismissal, "By circuit court of appeals decree" shows 1.3 in the percent-of-subtotal column where 73/6,179 = 1.2 (the 1.3 makes that column total 100.0); "By Board decision" shows 1.0 for 40 of 4,320 (0.93); and the 10(k) row shows 3.4 for 664 of roughly 19,866. "Supreme Court action" in the first numeric column is slightly broken in the scan but reads 52, confirmed by its .3 and 5.2 percents.
