p. 24. The crop is a full text page; the only tabular matter is the small data block printed below the "BOARD CASE BACKLOG" bar chart, which is what is transcribed here. The column headings are the year labels 1961-1970 printed on the chart's horizontal axis, immediately above the data block and aligned with its ten numeric columns; they are printed on this image, not reconstructed. "Proceedings" is printed at the left immediately above the "C" row and is taken as the stub heading (a second, identical "Proceedings" label appears at the upper left inside the chart box as the vertical-axis title; it is not part of the grid). The row labels "C" and "R" are each preceded by a legend swatch (a solid black rectangle for C, a horizontally striped rectangle for R); these are graphic keys, not text, so they are omitted. A horizontal rule separates the "R" row from the "Totals" row. All ten columns add correctly (C + R = Totals), which supports the digit reading; no printed value appears to be in error. The remainder of the page (running head, page number 13, narrative paragraphs, the chart title and the bars themselves) is excluded.
