Reader’s notes
p. 226. Three printed columns: a stub with no heading (the stub-head box holds only a small stray typographic mark, not a word) and the two data columns AC and UC. Row labels repeat at the indented levels ("Before hearing", "After hearing", "By regional director's decision", "By Board decision") under each of the three sections; the indentation, not the wording, distinguishes them, and I kept them in printed order. All printed totals are internally consistent (AC 76+17+50=143; UC 67+74+88=229, and each section's subtotals add). The scan renders many "i" dots faintly (e.g. "Certification", "director's", "decision"), but the words are unambiguous; no digit was doubtful.
