The stub has no printed heading, so cell 0 of both heading levels is empty; "Total" is a tall single heading spanning both levels and is repeated. The six case-class lines (CA Cases, CB Cases, CC Cases, CD Cases, CE Cases, CP Cases) are centered banner rows spanning the data columns, with no values; they are transcribed as section labels in the stub. Arithmetic check (not applied to the cells, only reported): in all 30 data rows the six filing-party columns sum exactly to the printed Total, which corroborates both the digits and their column assignment. Doubtful marks, none of which changed a transcribed value: - CB Cases, "Pending July 1, 1968", Employers column: a small isolated dash-like speck sits just left of 195, at the end of the Individuals/Employers rule. It reads as a scanning artifact or stray leader dot, not a minus sign or footnote marker, so the cell is transcribed as 195. - CE Cases, first row label: the final digit of "1968" is broken in the scan and prints like a reversed glyph; it is 1968 by context with the identical labels in the other five sections. - The scan renders many "i" dots faintly (e.g. "Pending", "Received", "fiscal"); labels are transcribed in their correct spelling. The caption carries footnote marker 1, which is attached to the title and so is not transcribed here; the footnote text itself is included.
