p. 37. This is an untitled two-column expenditure list (object-class item, amount) set in running text, not a ruled table, so no column headings are printed; header_rows is therefore empty. The crop's top line is a partially cut-off lead-in sentence of body text ("...tions Board for fiscal year ended June 30, 1969 are as follows:"), not a table row or caption, so it is omitted from rows. The list is cut off at the bottom of the page: it ends at "Supplies and materials" immediately above the footnote rule, and the remaining object classes and the total almost certainly continue on the following page. The two footnotes recorded here (markers 9 and 10) are page footnotes belonging to the running text earlier on the page — case citations — not footnotes to this list; no footnote marker appears anywhere in the list itself. They are included only because they are printed under it. In footnote 10 the abbreviation reads "Loc" followed by a wide space before "6991"; a period after "Loc" may be present but is not legible in the scan. The dash in "AFL-CIO" is printed as an en dash. Only "Personnel compensation" carries the dollar sign; the remaining amounts are printed without one, as transcribed. Leader dots between each label and its amount have been dropped.

The grid has two columns, the stub and a single amount column. Footnote 1 is itself printed as a small indented list of items with their own amounts (Personnel compensation 29,453; Personnel benefits 1,993; Travel and transportation of persons 1,916; Rent, communications, and utilities 2,547; Other services 42; Supplies and materials 244; Total obligations and expenditures 36,195, the last ruled as a total); because it sits below the table rule as footnote text rather than as body rows, it has been flattened into the single footnote string rather than added to `rows`. The "Total Agency" label is printed with wide letter spacing; it is transcribed as ordinary words. Printed arithmetic checks out (34,849,420 + 6,577 = 34,855,997; the footnote items sum to 36,195). Scan quality is good; no doubtful digits.
