p. 31. No column headings are printed on this crop, so header_rows is empty. The table has two columns: a stub of row labels and a single unlabeled count column. At the very top of the image a line of running text is cut off by the crop; it sits above the first body row and is not part of the grid. Indentation in the original marks hierarchy: the four rows after "Total contested Board decisions" are indented sub-items, and "Total representation decisions" is printed with deeper indentation as a subtotal of the two rows above it. The printed figures are internally consistent (732+23+11+47 = 813; 100+27 = 127; 127+286+14+4 = 431; 813+431 = 1,244).
