Reader’s notes

p. 22. Four printed columns; the stub heading "FISCAL YEAR" and each column heading occupy a single heading level, wrapped over two or three printed lines ("CLOSE OF HEARING / TO REGIONAL / DIRECTOR DECISION" joined into one heading). Headings are printed in capitals, as transcribed. The cells shown as "-" hold a single short printed dash (not a leader-dot run and not a long dash rule), used here to mark the period in which that decision route did not apply: the Board-decision column for 1962-1969 and the Regional Director-decision column for 1960-1961. They are transcribed as "-" rather than as empty cells so the distinction from a genuinely blank cell is preserved; convert to blank/NA downstream if that is the house convention. No caption, column-rule numbering, totals or footnotes appear within the crop; the table ends after the 1969 row. The "23" for 1969 (FILING TO CLOSE OF HEARING) is printed with a slightly broken "3" glyph but is legible and unambiguous. Nothing was computed or corrected.
