Two solid black scan artifacts sit directly above the Precomplaint and Postcomplaint headings (one rendered as horizontal stripes, one as a filled block). They obliterate whatever, if anything, was printed on that line, so no upper heading level is transcribed; if a spanning heading existed there it is unrecoverable from this crop. Nothing else in the body is obscured by them. The crop's top edge clips a horizontal rule above the heading area; no data rows appear to be lost. No caption, column rules, footnotes or page number are visible in the crop. Arithmetic check (not used to alter any cell): in all ten rows Precomplaint + Postcomplaint equals the printed Total exactly, which supports the digit readings.
