0 of 11 figures sit in a row or column sum that works out.
p. 257. Six columns: stub, Total, then four columns under the spanner "Number of cases" / "Identification of petitioner" (Employer, Union, Courts, State boards). "Total" is a tall heading occupying all three heading levels; the stub has no printed heading. The spanner rules show "Number of cases" and "Identification of petitioner" covering only the four right-hand columns, not the Total column. The "Courts" heading is lightly broken in the scan (reads like "Couits") but is certainly "Courts". The footnote is printed without a closing period. All arithmetic is internally consistent (rows sum across; 1 pending + 7 received = 8 on docket = 8 closed + 0 pending).
