Footnotes are cut off by the crop: only the top sliver of the first footnote line survives at the bottom edge (it appears to begin `1 See "Glossary" for definitions of terms.`, but it is not legible enough to transcribe reliably), and footnote 2, referenced by the `By both parties` column heading, is not on the image at all. Footnote marker 1 also appears on the caption, which is excluded as instructed. Decimal points in the percent columns: this is a 1-bit scan in which most periods have dropped out, so nearly every percent cell is printed as e.g. `100 0`, `27 9`, `2 8` with a gap where the point belongs. One cell retains a clearly visible point (`79.4`, Consent elections / By union / Percent by type), confirming these are one-decimal percentages; I have written the decimal point in every percent cell on that basis. The integer `Number` columns show no such gaps. Likewise the thousands separators in `1, 313` and `1, 242` are printed with a space after the comma and are written closed up. The `Number` heading over the `By employer` columns is scanned as `Numbei` (broken terminal r); it is `Number`, matching the other three panels. Arithmetic as printed is internally consistent (1,242+55+16 = 1,313; 248+615+3+415+32 = 1,313; each row's three components sum to its total). Two rounding oddities are transcribed as printed and not corrected: `RD cases` gives 87.4 where 14/16 is 87.5, and `All representation elections` gives 70.2 where 921/1,313 is 70.1 — in both cases the printed percents do add to 100.0. The stub column carries no heading; both heading levels are blank there.
