Reader’s notes

p. 231. Three printed columns: stub, AC, UC. The stub column has no printed heading, so cell 0 of the single heading level is empty. The indentation hierarchy (not preserved in the grid) is: "Total, all"; then three second-level sections "Certification amended or unit clarified", "Dismissed", "Withdrawn"; under the first two, "Before hearing" and "After hearing", each further broken into "By regional director's decision" and "By Board decision"; under "Withdrawn" only "Before hearing" and "After hearing". The label "Before hearing"/"After hearing" and the "By ..." labels therefore repeat several times. Scan quality is fair but all digits are legible; internal sums all check out (121+28+37=186; 66+75+94=235; 43+78=121; 20+46=66; 6+22=28; 23+52=75; 34+3=37; 90+4=94), which supports the digit readings. No footnotes are printed under the table.
