Reader’s notes

p. 227. Three columns; one heading level. The scan is a degraded 1-bit image in which the decimal point drops out of several percent values: 47.0, 43.0, 3.1, 0.9 (Agreement block), 6.4 (Compliance), 0.2 and 0.9 (Withdrawal block), 11.8, 0.2 and 0.5 (Dismissal block) are printed as \"47 0\", \"43 0\", \"3 1\", \"0 9\", \"6 4\", \"0 2\", \"0 9\", \"11 8\", \"0 2\", \"0 5\" with a visible gap rather than a legible point; the column is uniformly one-decimal and the subtotals add exactly, so they are transcribed with decimal points. The percent cell of the Dismissal sub-row \"After opening of 10(k) hearing, before issuance of Board decision and determination of dispute\" holds a dashed leader rule, not a number, so it is \"\"; its case count is a printed 0. The \"Compliance with Board decision and determination of dispute\" count is slightly broken in the scan but reads 29, which is consistent with 212+29+157+53=451. The row label \"Dismissal\" is followed by a stray ink mark before the leader dots; it is read as part of the leader, not a footnote marker. All printed totals and subtotals are internally consistent. The footnote line at the foot of the page is clipped by the bottom edge of the crop — only its upper half is visible — but it reads as transcribed; the trailing period is inferred from the clipped glyphs. The caption carries footnote marker 1 and is omitted per instructions.
