p. 213. The stub column has no printed heading, so cell 0 of both header levels is empty; "Total" is a tall single heading spanning both levels and is repeated. The table has six section lines ("All cases", "Unfair labor practice cases^2", "Representation cases^3", "Union-shop deauthorization cases", "Amendment of certification cases", "Unit clarification cases") printed centered across the full table width; each is given as a label-only row. The five row labels repeat identically within each section. In the "Union-shop deauthorization cases" section every cell except Total and Individuals is a printed dash rule (------), transcribed as "". All row and column sums check out arithmetically (each section's six filing-party cells sum to its Total, and the five sections sum to "All cases"), which supports the digit readings. Two faint spots: in the "Unit clarification cases" / "Pending July 1, 1967" row there is a small stray ink speck just above the "3" in the Other local unions column — it is scanner noise, not a footnote marker or digit. In footnote 1 the sentence-ending periods after "terms" and "not included" are very faint in the scan; they are transcribed as periods. The footnote marker 1 attached to the caption ("Fiscal Year 1968 ^1") is omitted with the caption per instructions, but footnote 1 itself is retained.
