0 of 12 figures sit in a row or column sum that works out.
p. 40. The crop shows no column headings (the table begins at the first data line), so header_rows is empty; the single value column is unlabeled dollar amounts. Footnote 1 is itself printed as a small indented table of six lines (five objects plus a ruled total) with its figures set in the same right-hand money column; because it is a footnote rather than body rows, it is given whole as one footnote string with those lines and figures run together in printed order. Below the table, under a short horizontal rule, the page carries an unrelated running-text footnote of the chapter ("15 N.L.R.B. v Fruit & Vegetable Packers, Local 760 [Tree Fruits Labor Rel. Com.], 377 U.S. 58 (1964)."); it is not a footnote to this table and is excluded. All arithmetic as printed is internally consistent: the nine object-class lines sum to the subtotal 32,006,665, that plus 57,712 gives Total Agency 32,064,377, and the footnote's five items sum to 103,840. Scan artifacts leave some dots over "i" missing (e.g. "utilities", "expenditures"), but the wording is unambiguous; no cell is doubtful.
