The top of the image shows the bottom half of a lead-in sentence of running text ("...activity during 1968 in the district courts showed:"), clipped by the crop; it is introductory prose rather than a table row, so it is not transcribed. The scan is speckled: stray specks and comma-like marks sit in the leader-dot area before the values on the "Withdrawn" (24) and "Dismissed" (2) lines, and faint marks appear above the "Granted" line; these are read as scan artifacts, not printed characters or footnote markers. All six values are legible and unambiguous.
