Reader’s notes

p. 29. Four printed columns. The stub heading reads "FISCAL / YEAR" on two lines and the three data headings wrap onto two or three lines each; they are joined into one heading level here, since no heading spans more than one column. Every cell rendered as "" in this grid holds a single short printed dash (not a blank): the "Close of Hearing to Board Decision" column for 1962-1968, and the "Close of Hearing to Regional Director Decision" column for 1959-1961. They mark the period in which the respective decision type did not apply (Regional Director election decisions began in FY 1962), so the two columns are mutually exclusive by year. I treated the lone dash as an empty cell per the dash-rule convention; if dashes are to be preserved they belong in exactly those ten cells. The crop shows no caption, no column rules other than the underline beneath the heading block, and no footnotes. Scattered specks and stray marks appear in the white space of the scan (e.g. to the right of the 1959 and 1967 rows); none of them are digits or footnote markers. All ten data years and all values are legible and unambiguous.
