p. 27. The crop shows no column headings (list-style table of counts), so header_rows is empty; the caption and any headings above were outside the crop. Two columns: stub row label and a single unlabeled count column. Row "Representation decisions:" is a section label with no value. Indentation (not reproduced in the cells) marks "After transfer by regional director for initial decision" and "After review of regional director's decision" as sub-items of "Representation decisions:", and "Total representation decisions" as their subtotal. The scan carries stray ink specks (e.g. a dot just left of 738 and above the leader dots on several lines); these were read as noise, not as footnote markers or digits. Figures are internally consistent: 738+25+14+36+143+248+12+5 = 1,221, matching the printed total, and 112+31 = 143.
