Reader’s notes

p. 18. The crop is a whole text page (p. 5, "2. Operational Highlights / a. Unfair Labor Practices"), not a numbered table. The only tabular matter is the data strip printed under Chart 2, captioned "ULP CASE INTAKE (Charges and Situations Filed)"; that strip is what is transcribed here. The column headings are the chart's x-axis year labels, with the two-line axis label "Fiscal Year" standing at their left as the stub heading. The legend keys printed before the row labels (a solid black swatch for CHARGES, a horizontally striped swatch for SITUATIONS) are symbols, not footnote markers, and are omitted. The chart's y-axis scale labels (18,000 / 12,000 / 6,000 / 0), the chart title, and the running body text are not part of the grid and are excluded, as is the printer's signature line "348-205-69——2" at the foot of the page. Doubtful cell: SITUATIONS, column 1968. It is the least legible figure on the page; the glyphs read to me as "15,28" followed by an unclear final digit (7 or 1), and I have entered 15,287 as the literal reading without correction. Two internal checks contradict that value and suggest the printed figure is nearer 16,337: (a) the 1968 striped bar is drawn taller than the 1967 striped bar (15,499), so the 1968 value must exceed it; (b) the facing text states "In situations ... there was a 5.4 percent increase over fiscal 1967," and 15,499 x 1.054 = 16,336. This single cell should be re-read at higher resolution before use. All other figures are crisp and are consistent with the relative bar heights (e.g. 1959 charges 12,239 exceeding 1960's 11,357, and 1959 situations 9,046 falling below 1960's 9,114, both matching the drawn bars) and with the body text (17,816 - 17,040 = 776 cases, as stated).
