Crop is a page-top fragment: the table is cut off after "Ship and boat building and repairing" (the remaining manufacturing groups and the nonmanufacturing section continue on the following page), and no footnote texts are printed on this image, so `footnotes` is empty even though markers ^1 (stub head "Industrial group") and ^4 (Total row) appear. Doubtful cell — row "Total, all industrial groups", last column ("Eligible employees in units choosing representation"): the cell prints as "357, 11" with a small raised "4" set above and to the right. Transcribed as seen ("357,11^4"), but this is ambiguous: a comma-grouped figure of that magnitude needs six digits, so the raised "4" may actually be the number's final digit (i.e. 357,114) set high by a damaged slug, rather than a footnote marker. The cell also ends well short of the column's right alignment compared with "245,079" directly below it, consistent with a lost or displaced character. Every other value in this column is unambiguous. Arithmetic cross-check: all 22 rows internally reconcile as printed — the four union columns sum to the "Total" won-by-unions column, Total won + "no representative chosen" equals "Total elections", the four union vote columns sum to "Total" valid votes for unions, and union votes + "votes for no union" equals "Total valid votes cast". No misprints detected among the transcribed figures. Minor scan artifacts, transcribed as plain numbers: a stray speck precedes the "1" in Ordnance and accessories / Other national unions (elections), the "106" in the Apparel row / Other local unions (votes), and the "476" in the Stone, clay, and glass products row / Other local unions (votes). The "5" in Paper and allied products / Other local unions (elections) is blurred toward a "6" but is confirmed as 5 by the row's column sums. Column labels: headings wrapped in print have been joined and end-of-line hyphens repaired ("Team-sters" to "Teamsters", "repre-sentation" to "representation"). The AFL-CIO heading is printed with an en-dash-like rule; written with a plain hyphen.

p. 262. This crop is a continuation page: no column headings are printed, so header_rows is empty. The grid has 17 columns (stub + a 7-column left block + a 9-column right block, separated by a double rule); the top of the table, including the "Manufacturing" section and its earlier industries, is on the preceding page. Column assignment was verified arithmetically: for every section (Mining, Transportation/communication/other utilities, Services) the indented sub-industry rows sum exactly to the section row in all 16 numeric columns, so the values sit in the columns shown. Doubtful cells: 1. "Mining", 14th numeric column (7th column of the right block) is printed as "61,295". Its four sub-industry rows in that column (5, 28, 1,262, 0) sum to 1,295, and every other column of the Mining row sums correctly, so the leading "6" is almost certainly a stray mark or a misprint. Transcribed exactly as printed; the reader should probably treat it as 1,295. 2. "Wholesale trade", last (16th numeric) column: no value is legible there in the scan, although every neighbouring row carries one and the row's other 15 cells are clear. This is most likely dropped ink or damage on the page rather than a genuine blank, so the "" in that cell should be treated as missing data rather than as an intentional blank. The adjacent value 5,204 was placed in the 15th numeric column on the basis of its right-edge alignment with 2,039 (Construction), 11,821 (Retail trade) and 847 (Finance). 3. "Automobile repairs, garages, and other miscellaneous repair services", last column: a stray ink mark touches the leading digit, making it look like "4,987" or "1,987". The Services section total for that column (14,093) is matched only by 1,987, which is what I transcribed. Row labels broken by end-of-line hyphens were rejoined: "con-trolling" -> "controlling", "serv-ices" -> "services", "amuse-ment" -> "amusement", "organi-zations" -> "organizations".
