The six section lines ("All cases", "Unfair labor practice cases^2", "Representation cases^3", "Union-shop deauthorization cases", "Amendment of certification cases", "Unit clarification cases") are printed as banner labels centred across the data columns; they carry no values. The caption's footnote marker (Fiscal Year 1967^1) sits on the caption, which is excluded, so footnote 1 has no anchor in the grid. In the "Union-shop deauthorization cases" panel every cell except Total and Individuals is a row of dash/leader rules, transcribed as "". In that panel the Individuals figure equals the Total on all five rows, as printed. The "Representation cases" row "On docket fiscal 1967" shows a stray ink speck before the "O" in the scan; it is an artifact, not a character, and is not transcribed. The superscript on "Representation cases" renders ambiguously between 3 and 8 at this resolution, but the footnote list ends at 3 (table 1B), so it is read as 3. No arithmetic was altered. As a check, every detail row's six party columns sum exactly to its printed Total, and each of the five stub lines sums exactly across the five case-type sections to the "All cases" figure, so no misprint is suspected.
