Trial examiner hearings and decisions

The crop is a full report page (running head "Operations in Fiscal Year 1967", page 13) whose only tabular matter is the data printed under Chart 8: a "Fiscal Year" row of years 1958-1967 running along the chart's x-axis, and two legend rows ("Hearings Held", "Decisions Issued") each preceded by its key swatch (solid black, and vertical hatching). I have transcribed that as the grid: the year row as the single heading level with "Fiscal Year" as the stub heading, and the two series as body rows. Items deliberately not placed in grid cells because they are chart furniture, not table columns: the chart title "TRIAL EXAMINER HEARINGS AND DECISIONS (PROCEEDINGS)", the y-axis label "Proceedings", and the y-axis scale labels (0, 125, 250, 375, 500, 625, 750, 875, 1,000, 1,125). The caption "Chart 8" and the surrounding body text on the page were likewise excluded. All 22 figures are cleanly printed and legible; the row of decisions is corroborated by the body text below the chart, which states trial examiners issued 934 decisions in 1967 against 867 in 1966.
