14 of 14 figures sit in a row or column sum that works out.
p. 217. Nine columns: stub plus four two-column spanner groups ("Total rerun elections", "Union certified", "Union lost", "Outcome of original election reversed"), the last group's second column headed "Percent of total rerun elections". A double column rule separates the "Union lost" group from the "Outcome of original election reversed" group; it is a rule only, not an extra column. Decimal points: in this 1-bit scan the decimal point in every percent value failed to reproduce, so the cells read as "100 0", "39 2", "60 8", "36 8", "40 5", "59 5", "36 3", "20 0", "80 0", "0 6", "100 0". All are one-decimal percentages and I have transcribed them with the decimal point restored (e.g. "100.0", "39.2"). The digits themselves are legible and unambiguous; only the dot is missing from the image. The arithmetic corroborates the reading: 63/171 = 36.8, 62/171 = 36.3, 1/171 = 0.6. Dash rules: in the "RD elections" row the "Union certified — Percent by type" cell and the "Outcome of original election reversed — Percent of total rerun elections" cell each hold a dash rule ("----------"), transcribed as "". The footnote marker 1 appears on the caption line, which is omitted per instructions; no in-body cell or row label carries a marker.
