p. 214. The stub column carries no printed heading; only the two value columns are headed, printed with letter-spacing as "A C" and "U C" and transcribed as "AC" and "UC". Several row labels repeat verbatim at different indent levels (three pairs of "By regional director's decision" / "By Board decision", and "Before hearing" / "After hearing" under each section); the printed indentation that distinguishes them is not representable in the grid, so order is what identifies them. Colons are transcribed as printed: "Dismissed:", "After hearing:" (the one under Dismissed) and "Withdrawn:" carry them, while the parallel labels "Certification amended or unit clarified" and the first "After hearing" do not. The UC cell on the "After hearing:" row under Dismissed is slightly broken in the scan and could be read as 33 or 38; 33 is the reading taken, since it is the only value consistent with both the section total (20 + 33 = 53) and its own components (25 + 8 = 33). All other sums check against the printed totals: AC 67 + 22 + 38 = 127 and UC 55 + 53 + 62 = 170. No footnotes are printed under the table.
