"All cases" is a tall heading spanning all three header levels; the headings in columns 3-13 span levels 2 and 3; only UD/AC/UC occupy a separate third level under "Union deauthorization cases", "Amendment of certification cases" and "Unit clarification cases". CROP: the table is cut off after "Miscellaneous manufacturing" — the remaining manufacturing/nonmanufacturing industry groups continue on the following page. The caption carries a footnote marker (superscript 1), but no footnote text appears within this crop, so `footnotes` is empty. DOUBTFUL CELLS — "Total, all industrial groups" row, columns "All cases" and "All C cases". I read them as printed: 28,933 and 15,993. Both fail arithmetic checks that every other row in the table passes: - The six C components of the total row sum to 15,933 (10,902+2,869+1,206+486+90+380), not the 15,993 I read in "All C cases" — a 60 difference. - Using 15,993, the row's components sum to 29,053 (15,993+12,620+137+124+179), not the 28,933 I read in "All cases" — a 120 difference. - If the two cells were instead 15,933 and 28,993, the whole row balances exactly, so the doubtful character in each is the tens digit (a 3/9 confusion in this 1-bit scan). I transcribed what I see rather than the balancing values; a re-check of these two cells at higher magnification is warranted. The representation block of the total row is internally consistent (10,820+1,149+651 = 12,620), as is the Manufacturing row and all 23 industry-group rows: in each, the C components sum to "All C cases", the R components sum to "All R cases", and All C + All R + UD + AC + UC equals "All cases". That independently confirms the column assignment and the digits everywhere except the two cells named above. The "Lumber and wood products (except furniture)" row shows a small stray mark immediately after 18 in the RD column; I read it as a scan speck, not a footnote marker, since no footnote text accompanies it.

p. 206. Continuation page: no column headings are printed on this crop, so header_rows is empty. The grid has 16 columns (stub + 15 numeric), counted from the column rules; the body is cut off at the top (the table's earlier industry rows are on the preceding page) and ends at "Miscellaneous services", below which only the footnotes appear. Column structure was verified arithmetically and every one of the 26 rows balances exactly, which confirms the column assignment: column 2 = sum of columns 3-8; column 9 = sum of columns 10-12; column 1 = column 2 + column 9 + columns 13 + 14 + 15. Each indented sub-row group also sums to its unindented section row (Mining, Transportation..., Services) in all 15 numeric columns. Minor legibility points, none of which changed a digit: (a) in the "Educational services" row, column 5, the printed "6" is preceded by a stray leader-dot artifact (". 6"); the value is 6, confirmed by the row sum 7+14+6+0+0+1 = 28. (b) In the "Construction" row, column 12, the single digit "3" is unusually small next to its neighbours (58 and 8) but is confirmed by 482+58+3 = 543. (c) In footnote 2 the punctuation immediately after the word "Source" is faint in the scan and could be a colon or a period; a colon is transcribed. The periods in "U.S." are likewise faint. (d) The scan renders many "i" dots weakly (e.g. "Mining", "Communications"), but no word was ambiguous. The footnote markers 1 and 2 are not attached to anything printed on this crop; they belong to the caption/column headings on the preceding page.
