The stub has no printed heading (a stray ink dot sits in that cell on the second heading level); \"Total\" is a tall heading spanning both heading levels, so it is repeated in each. \"RC cases\", \"RM cases\" and \"RD cases\" are centered section lines carrying a label and no values; they are transcribed as label-only rows. In the RC and RD panels the Employers column is a dash rule in every row, and in the RM panel the five union/individual columns are dash rules in every row; all of these are rendered as empty cells. The footnote line at the bottom (\"1 See 'Glossary' for definition of terms.\") is clipped by the crop's lower edge but is legible and transcribed in full. The caption carries footnote marker 1, which is excluded along with the caption itself. No arithmetic discrepancies: in every RC and RD row the six filing-party entries sum exactly to the printed Total, and in every RM row the Employers figure equals the Total. Scan quality is good; the only soft characters are the trailing digits of \"2,303\" and \"1966\" in the RC panel's last rows, both read with confidence from context and from the matching column sums.
