The crop is Chart 13 ("DECISIONS ISSUED 1/ (Excludes UD, AC, and UC decisions)"), a stacked bar chart, with a small data table printed below it; the grid above transcribes that data table only. The chart's own y-axis label (PROCEEDINGS) and its scale values (0, 500, 1,000 ... 4,500) are plotting apparatus, not table cells, and are not included. The "FISCAL YEAR" line with the six years sits on the chart's x-axis but serves as the column heading for the data table, so it is given as the single header row. "PROCEEDINGS" is a section label over the C and R lines and carries no values. In the stub, the C and R labels are each preceded by a printed legend swatch (solid black for C, horizontally striped for R); these are graphical keys, not text, and are omitted. The R value for 1964 appears to be printed "2.812" with a period rather than the digit-grouping comma used in every other number in that row; I have transcribed it as it appears, but it is almost certainly a misprint (or a scan-degraded comma) for 2,812, since 776 + 2,812 = 3,588, the printed total. All other columns add correctly: 655+2,718=3,373; 903+3,211=4,114; 854+2,857=3,711; 1,000+2,707=3,707; 991+2,769=3,760. A stray speck follows "3,373" in the TOTALS row (1961 column) and after "903" in the C row (1962 column); both are page noise and were not transcribed. The footnote marker "1/" is printed underlined under the table and is attached to the chart title, which is excluded per instructions.
