The crop is Chart 8 (TRIAL EXAMINER HEARINGS AND DECISIONS, PROCEEDINGS), a bar chart whose numeric data is printed in a legend table under the plot; that legend table is what is transcribed here. The two row labels are the legend entries, each printed on two lines beside a key swatch (solid black = HEARINGS HELD, horizontal hatching = DECISIONS ISSUED), joined into one label each. Columns are the nine fiscal-year positions of the bar chart, headed by the "FISCAL YEAR" stub label at left. Not transcribed, as they belong to the chart frame rather than the table grid: the y-axis label "PROCEEDINGS" and its scale ticks (0, 125, 250, 375, 500, 625, 750, 875, 1,000, 1,125), and the running head / page number / body text on the page. Doubtful cells: the 1965 and 1966 figures are set in a slightly smaller, lighter face than the rest of the row and are the least crisp on the scan — 1965 HEARINGS HELD "917", 1965 DECISIONS ISSUED "875", 1966 HEARINGS HELD "982", 1966 DECISIONS ISSUED "867" (the 6 in "867" is partly filled and could be misread as a G-like blob, but 867 is the reading consistent with the bar height). Stray scanning specks sit left of the 1961 DECISIONS ISSUED value and right of the 1965 DECISIONS ISSUED value; they are not digits or footnote markers. The bar heights are consistent with the printed values throughout, including 1961, where the DECISIONS ISSUED bar (692) is taller than the HEARINGS HELD bar (667) — the only year in which that happens.
