p. 27. Four printed columns: the stub "Fiscal Year" (printed on two lines, joined here) plus Precomplaint, Postcomplaint and Total, each underscored with its own rule. Only one heading level is legible, so header_rows has a single list. Directly above the Precomplaint and Postcomplaint headings the scan carries two dark marks: a block of vertical bars over "Precomplaint" and a solid black rectangle over "Postcomplaint". They look like scanning/toner artifacts (or an obliterated upper spanner heading); no text can be read in them, so nothing has been transcribed for a second heading level. If the original page carried a spanner such as a settlement-type heading over these two columns, it is not recoverable from this crop. Scattered single specks appear in the body (e.g. to the right of the 1958 "262", the 1960 "748", the 1961/1962 and 1963 Postcomplaint values, and in the right margin beside the 1960 total). These are dirt on the scan, not punctuation or footnote markers, and have been ignored. In the 1964 Postcomplaint cell the leading digit of "846" is lightly printed but is legible as an 8, consistent with the row's total (2,750 + 846 = 3,596). No values are computed or corrected: every row as printed cross-foots exactly (Precomplaint + Postcomplaint = Total) for all nine years, and the column headings are left as printed.
