Reader’s notes
p. 228. Ten columns: stub plus three panels of three (Number decided / Upholding Board position / Contrary to Board position) under Total—all courts, In courts of appeals, In district courts. "Number of proceedings" spans all nine data columns; "Number decided" is a tall heading spanning the two lowest heading levels in each panel; "Court determination" spans the Upholding/Contrary pair in each panel. The rows "To restrain NLRB from" and "To compel NLRB to" are indented sub-headings of "Actions by other parties" but do carry their own values, so they are transcribed with figures rather than as blank section lines. The label "Other" appears three times (under NLRB-Initiated actions, under To restrain NLRB from, and under To compel NLRB to); row order preserves which group each belongs to. Spelling is as printed: "subpena" (not "subpoena") and "NLRB-Initiated actions" with a capital I. The scan carries many stray specks and comma-like marks in the gutters between columns (e.g. beside the 15 in "In courts of appeals / Number decided" on the Totals row, and around the three zeros of the "NLRB-Initiated actions" district-court cells). These are scanning artifacts, not footnote markers or digits; no footnote markers appear anywhere in the table and no footnotes are printed beneath it. All printed totals cross-check: panel columns sum to the Total—all courts columns, and the component rows sum to their subtotals and to "Totals—all types".
