The stub carries an indentation hierarchy that the flat grid cannot show: "Certification amended or unit clarified", "Dismissed" and "Withdrawn" are first-level categories under "Total, all"; "Before hearing" and "After hearing" are nested under each of those; and "By regional director decision" / "By Board decision" are nested one level deeper. Several of these labels therefore repeat verbatim in different sections, and the repeats are distinguished only by position in the row order (which is preserved here). Some labels are followed by small stray marks left by the leader dots or scanner speckle — a raised dot after "Certification amended or unit clarified" and after the first "Before hearing", and a colon-like mark after "Withdrawn". These do not look like footnote markers (no footnotes are printed), so they are omitted from the labels. All printed figures are internally consistent: AC 12+1+15 = 28 and UC 12+19+29 = 60, and each category equals its before/after-hearing parts, which in turn equal their regional-director/Board components. The "1" values in the AC column for the second "By Board decision" (row 5) and for the second "After hearing" and its "By regional director decision" (rows 13-14) are lightly inked but legible and confirmed by these cross-checks.
