Scanning artifacts, not content: the "RM" and "UD" column headings carry stray specks/rules in the scan (UD prints as "_UD"); in the row "Exceptions to regional director's report" the RM cell shows a short stray dash to the left of the 4 (transcribed as 4), and the same kind of stray mark sits left of "RM" in the heading. The label rows "Initial hearings"/"Hearings on objections and/or challenges", the two "Elections directed"/"Dismissals on record" pairs under "By regional director" and under each By-Board branch, and the two "In directed elections ..." lines are each distinct indent levels in the original; indentation is not preserved in the grid, but row order is as printed.
