p. 35. The image is a bar chart (Chart 13, "DECISIONS ISSUED (REVISED 1/)", "(Excludes UD, AC and UC decisions)") with a small data table printed below the plot area; only that data table is transcribed. The column headings come from the row printed just under the plot, "FISCAL YEAR 1961 1962 1963 1964 1965", which sits above the rule that opens the data table and serves as its column headings. "PROCEEDINGS" is printed as a heading over the stub of the data table and is given as a label-only row. In the stub, each of the C and R labels is preceded by a printed legend swatch (a solid black block for C, a horizontally striped block for R); the swatches are graphics and are not represented in the grid. The chart's own vertical-axis label "PROCEEDINGS" and its scale labels (0, 500, 1,000, 1,500, 2,000, 2,500, 3,000, 3,500, 4,000, 4,500) belong to the plot graphic and are omitted, as are the bar values, which are not printed numerically. All five printed TOTALS equal the sum of the C and R entries above them. No cells are doubtful; the digits are clean at this resolution.
