The crop is a full report page whose only tabular matter is the data legend printed beneath Chart 8 ("TRIAL EXAMINER HEARINGS AND DECISIONS (PROCEEDINGS)"); that legend is what is transcribed here. It has 9 columns: a stub plus the eight fiscal years 1958-1965. The year line is printed with the stub-position label "FISCAL YEAR" and is separated from the two data lines by a horizontal rule, so it is treated as the single heading level. Each data row's label is printed on two lines beside a pattern swatch (HEARINGS / HELD and DECISIONS / ISSUED) and has been joined; the swatches themselves are graphics, not cell text. The chart's y-axis scale labels (0 through 1,125) and the axis title "PROCEEDINGS" belong to the graphic, not to the table, and are excluded. All 16 data values were cross-checked against the corresponding bar heights in the chart and are consistent, including 1961 where decisions issued (692) exceeds hearings held (667). The 8s in 728 and 382 render with a flat-topped bowl in this typeface but are unambiguously 8. Surrounding body text on the page is not part of the table.
