The caption carries footnote marker 1, but no footnote text is printed on this crop, so `footnotes` is empty. Verification: every column of the three block subtotals cross-foots exactly (1-union + 2-union + 3-or-more = "In all representation elections" in all 13 numeric columns; the four 1-union rows and the ten 2-union rows each sum to their subtotals; each row's "Total valid votes cast" equals won total + won no-union + lost total + lost no-union, and each "Total" votes-for-unions cell equals the sum of its four union columns). This confirms the digits and their column placement, including the leading digit of 31,425 ("3 (or more)-union elections", Total valid votes cast), which is damaged in the scan but is fixed by the column sum. Doubtful cell: row "Teamsters v. Teamsters", elections-lost side. A single 0 is printed among the five union columns; I have placed it in the lost "Teamsters" column (consistent with the 77 on the won side of the same row and with every other row of the table), but at this scan resolution it could be read as sitting in the lost "Other national unions" column. The value is 0 either way, so no total is affected. Punctuation: the small points in this 1-bit scan are unreliable. The abbreviation "v" appears with a period in some rows ("Teamsters v. Teamsters", "Local v. Local", "AFL-CIO v. Teamsters v. Local") and without in others ("AFL-CIO v AFL-CIO", "Natl v Natl"); I transcribed what I could see, but individual periods may have dropped out in the scan. Likewise, "Natl" may be printed "Natl." Crop is a continuation page of Table 14 carrying only panel C; no footnote text is printed below the table on this image (the "1" marker in the caption points to a footnote printed elsewhere). The caption and the "—Continued" line are omitted as instructed. Column structure: 14 columns — stub, "Total valid votes cast", then six columns under "Valid votes cast in elections won" (Total / AFL-CIO affiliates / Teamsters / Other national unions / Unaffiliated local unions, plus the tall "Total votes for no union"), then the same six under "Valid votes cast in elections lost". Empty cells in the body are printed dash rules (------), not blanks; they are rendered as "" per instruction. Printed zeros are kept as 0. Doubtful cell: row "AFL-CIO v Natl.", column "Unaffiliated local unions" under "Valid votes cast in elections lost" — I read a printed 0 there, but in every other 2-union row the non-participating union types carry a dash rule, so this 0 is anomalous (it may be a dash rule misread, or a stray mark). It does not affect any total: the lost-panel unaffiliated-local column sums to 0 either way. Scan drops small marks (note the dotless "i" throughout the headings). Consequently: the section line reads "C ELECTIONS IN RM CASES" with no visible period after the C — almost certainly "C." in the original, transcribed literally here. Arithmetic check (not applied to the transcription, only as verification): every row and column total is internally consistent — 1-union + 2-union = Total RM elections in all 13 numeric columns; the four 1-union detail rows sum to the 1-union line; the six 2-union detail rows sum to the 2-union line; and each row's won-union components + won-no-union + lost-union components + lost-no-union equal its total valid votes cast. No misprints detected. A small stray speck appears just left of "1,147" in the AFL-CIO row (elections-lost Total column) and a short stray dash above "Votes for unions" in the elections-lost header; both are scan artifacts and are not transcribed.

p. 206. No column headings are printed on this crop (it continues a table from an earlier page), so header_rows is empty. The centered line "D. ELECTIONS IN RD CASES" is kept as a section row with no values. Column count (13 data columns plus the stub) was taken from the vertical rules and confirmed arithmetically: every block total equals the sum of its detail rows, and "Total RD elections" equals the sum of the 1-union, 2-union and 3-or-more-union rows, in all 13 columns. Row 4's label is printed "ALF-CIO" (A-L-F), while every other row in the table reads "AFL-CIO"; transcribed as printed, but it is almost certainly a misprint for "AFL-CIO". House style in this table prints a dash rule in detail rows but a literal 0 in the summary rows, so a few summary zeros have no printed component: "2-union elections" shows 0 in column 11 though all three detail rows show dash rules there, and "3 (or more)-union elections" shows 0 in columns 6 and 12 though its single detail row shows dash rules there. Transcribed as printed. The last row's label runs right up to the stub rule and is printed without a period after the second "v" ("AFL-CIO v. Teamsters v Natl."); it may be abbreviated by the typesetter to fit. Small ink specks appear just left of "925" in the "3 (or more)-union elections" row and in the blank area to the right of the footnote; both read as scan artifacts, not characters.
