p. 195. Grid is 11 columns: stub plus Number/Percent pairs for All R, RC, RM, RD and UD. The heading over the last pair is printed in the singular, \"UD case\", as transcribed.\n\nDecimal points in the Percent columns: this is a 1-bit scan in which most decimal points have dropped out, so cells print as \"100 0\", \"66 4\", \"1 4\" and, for sub-1 percentages, as a bare digit (\"2\", \"9\", \"5\"). The points are clearly visible in a few cells (UD \"100.0\"; RD \".1\" on Expedited election and \".5\" on Board-ordered election; All R \".1\" on the dismissal row \"After hearing closed, before decision\"), so I have restored the decimal point throughout the Percent columns, writing sub-1 values with a leading point (e.g. \".2\"). No digits were added or changed.\n\nAll Number columns cross-foot exactly (component rows sum to each total, the three method totals sum to \"Total, all\", and RC+RM+RD = All R), which supports the digit readings.\n\nPercent cells that do not match the implied ratio and may be misprints or digit misreadings in this low-contrast scan; each was checked twice and is transcribed as it appears: \"After regional director decision and direction of election\" All R Percent \"1.6\" (178/11,546 = 1.54); \"Stipulated election / After notice of hearing, before hearing closed\" RD Percent \"5.2\" (35/682 = 5.13); \"Board-ordered election\" RD Percent \".5\" and \"By withdrawal / After hearing closed, before decision\" RD Percent \".5\" (3/682 = 0.44); \"By withdrawal, total\" UD Percent \"47.5\" (45/95 = 47.37, and the 4/5 glyphs are hard to separate here).
