Reader’s notes

p. 197. Five columns: stub plus Number/Percent under each of the two spanner headings. The stub heading is blank on both heading levels (a small stray ink mark sits in the stub header area; it is not type). Decimal points: this is a coarse 1-bit scan and the periods in the Percent columns are largely lost, so the cells read visually as "100 0", "57 1", "3 5", etc. I have restored them as decimal points ("100.0", "57.1", "3.5") because the column is a percent column and the arithmetic confirms it: 57.1+17.2+3.5+3.5+18.7 = 100.0 and 57.6+19.9+3.8+1.2+17.5 = 100.0 for the courts-of-appeals block, and 62.3+8.9+17.1+2.1+7.5+.7+.7+.7 = 100.0 for the 1935-1963 Supreme Court block. The number columns also add correctly (113+34+7+7+37 = 198; 1,425+493+94+30+433 = 2,475; 3+0+1+0+0+0+0+0 = 4; 91+13+25+3+11+1+1+1 = 146). The three ".7" values in the last column (last three rows) print as a lone "7" in the scan; they are set in the tenths position and 1 of 146 is 0.7 percent, so I read them as ".7" with the leading period dropped by the scan. If a strict visual reading is wanted, those three cells appear as "7". Likewise "U.S." in the two "Cases decided by ..." labels appears as "U S" because the periods did not survive the scan; I have written them with periods. Zero percents in the July 1, 1962-June 30, 1963 column are printed as a bare "0" (not "0.0") and are transcribed that way. Structure of the stub: "Cases decided by U.S. courts of appeals" and "Cases decided by U.S. Supreme Court" are flush-left section totals, each followed by indented component rows; the indentation is not represented in the grid. "Board's request for remand or modification of enforcement order denied" wraps onto two printed lines and is joined here.
