Crop covers the full table body but cuts off the footnote block: markers 1 (on the six case-type headings), 2, 3 and 4 (on the CD figures 133, 114 and 67) and 5 (the parenthesised reference used as a percent value) are all used on this page, but no footnote text appears in the image, so `footnotes` is empty. Decimal points: the percent columns are printed to one decimal place, but in this scan the decimal point very often drops out, so cells read e.g. "100 0", "86 1", "17 6", or a bare "5"/"2"/"6" where a leading point belongs. I have restored the point in those cells (100.0, 86.1, 17.6, .5, .2, .6). Every restoration is confirmed by arithmetic: all seven case-type columns sum to the "All C cases" column, every stage total equals the sum of its sub-rows, and each restored percent matches number/total to the printed rounding. Zero-percent cells are left as they appear — ".0" where a point is legible, "0" where none is — the two are indistinguishable in value and I could not reliably tell them apart glyph by glyph; a reader should treat every bare "0" in a percent column as ".0". "(^5)" cells (All C cases and CA cases percent columns, rows Compliance with stipulated decision, Withdrawn, Dismissed, Adjusted) hold nothing but a raised 5 in parentheses — a reference to footnote 5, standing in for a percentage too small to print. "All C cases" is the only column heading without a superscript 1. Possible misprints, transcribed as printed: CD cases percent for "Before issuance of complaint" reads 96.7, but 314/325 = 96.6. CD cases percent for "Adjusted" (before complaint) reads 29.3 in the CC column where 331/1,132 = 29.2. CE cases percent for "Adjusted" (before complaint) reads 14.6 where 8/55 = 14.5. CB percent for "After issuance of complaint, before opening of hearing" reads 4.3 where 108/2,548 = 4.2. All C percent for "Compliance with consent decree" (after issuance of complaint) reads .8 where 100/13,605 = .7, and CC reads 2.5 where 29/1,132 = 2.6. All C percent for "Compliance" (after intermediate report) reads .8 where 98/13,605 = .7. These are small rounding discrepancies in the source, not column misalignments.

p. 184. The crop continues a table from the preceding page: no column headings are printed on this image, so header_rows is empty. The grid is the stub plus 14 columns, which the rules group into 7 number/percent pairs; the alignment is corroborated arithmetically, since in every row the counts in pairs 2-7 sum exactly to the count in pair 1 (e.g. 373+41+40+4+4+30 = 492), and the percents of the three component rows in each block sum to the block's heading row. Decimal points in the percent columns are set very lightly and with letterspacing on this scan, so cells read like "3 6", "1 4", "7 3"; they are decimals and are transcribed as 3.6, 1.4, 7.3. Where a percent appears as a bare digit after a faint point (e.g. the Dismissed row of the first block, columns 8 and 10, and the "After Supreme Court action" row, columns 2 and 4) it is transcribed as .7, .3, .4, .4 respectively; the block-additivity check supports each of these. Footnote 5 ("Less than one-tenth of 1 percent") is used as a value and stands alone in the cell as a raised 5 in parentheses; it is transcribed "(5)". In the last Dismissed row, column 4, the glyph is smudged and could be read as (6), but only five footnotes are printed and additivity requires it (36 cases = .4 percent for Compliance equals the .4 of the block heading, so the 5 cases below must carry a less-than marker rather than .1). Several percent cells print as "0" and others as ".0"; at this resolution the distinction is at the edge of legibility in the Withdrawn row (columns 9 and 11) and in the last two Dismissed rows (columns 9, 11, 13 area). The values are zero either way. Footnote 2: the mark after the first "10(k) notice" reads as a semicolon but may be a comma, since the parallel clauses in footnotes 3 and 4 use commas. Nothing appears cut off horizontally; the rule under the last row and the footnote block are both fully within the crop.
