p. 35. The crop is a page containing body text, Chart 13 ("DECISIONS ISSUED", a stacked bar chart by fiscal year), and a small data table printed under the chart; only that data table is transcribed. The column headings come from the chart's x-axis line "FISCAL YEAR 1958 ... 1963", which sits directly above the table and labels its columns. "PROCEEDINGS" is printed alone at the left, just below the rule that opens the data table and above the C and R lines; I placed it as a second stub-column heading level, but it could equally be read as a section line (label with no values) at the top of the body. The row labels C and R are each preceded by a legend swatch (solid black for C, horizontal hatching for R); the swatches are graphics, not text, so they are not transcribed. "PROCEEDINGS" also appears above the chart's y-axis (4000, 3500, ... 0) as the axis caption; those axis values are part of the chart, not the table, and are omitted. All six year columns are internally consistent (C + R equals the printed TOTALS in each year). No doubtful or illegible cells; no footnotes are printed under the table.
