p. 28. The \"FISCAL YEAR\" line serves as the column heading row. The footnote marker \"1/\" is printed at the far left of the HEARINGS HELD line, to the left of the solid-black legend swatch; it is recorded after the row label. Each row label is preceded in the original by a legend swatch (solid black for HEARINGS HELD, horizontal-bar hatching for IR'S ISSUED), which is not transcribable text.
