p. 24. The two bold items at the top of the crop ("Pre-Complaint Settlements and Adjustments" with a solid swatch, "Cases in which Complaints Issued" with a hatched swatch) are the key to the bar chart printed above this table, not column headings, so they are excluded from header_rows; the table's only printed heading level is the row of underlined years. The stub column has no printed heading. This is a 1-bit scan in which small isolated dots drop out: the typed row labels print as "Pre-Complaınt", "ın", "Complaınts" and "Merıt" with dotless i's. The same loss affects decimal points — several numeric cells show a gap where the period belongs ("9 7", "11 9", "15 3", "17 5", "11 0", "17 2", "13 5", "20 7", "26 1", "30 7"). All of these are one-decimal percentages, and every affected cell is confirmed by the printed column arithmetic (the two component rows sum exactly to the Total Merit Factor row in all six year columns, e.g. 9.7 + 11.0 = 20.7 and 17.5 + 14.8 = 32.3), so the decimal points have been written in and the digits are reliable. No value was otherwise altered.
