107 of 107 figures sit in a row or column sum that works out.
p. 286. 9 columns: stub plus a Number/Percent pair for each of All R, RC, RM and RD cases. Decimal points: the scan is a coarse 1-bit image and the decimal point in the percent columns is frequently too faint to resolve (e.g. "Total number of cases closed" reads visually as "100 0", "Consent elections" as "30 4"). I have transcribed these with the decimal point that the typesetting requires. Percentages below 1 percent are printed in this table without a leading zero (".3", ".4", ".8"), and where the period failed to reproduce the cell appears as a bare digit; those are transcribed in the same ".n" style (e.g. "After hearing closed, before decision" under Consent elections, All R cases and RC cases percent = ".1"; "After Board decision and direction of election", RD cases percent = ".1"). If a strictly literal rendering of the ink is wanted, those cells carry no visible point. The "(4)" cells (Expedited elections rows under All R cases and RC cases percent; "After hearing closed, before decision" under Dismissed, RC cases percent) are parenthesized references to footnote 4, i.e. less than one-tenth of 1 percent, and are transcribed as "(4)". The All R percent cell of "After notice of hearing, before hearing closed" under Expedited elections carries an extra speck after the parenthesis that is most likely dirt, not a second marker. Row label uncertainty: the label transcribed as "By regional director decision" (Dismissed section) is blurred in the scan and could be read as "By regional direction decision"; the parallel label in the Withdrawn section and footnote 2 both use "regional director", so I have used that wording. Footnote sentences end without terminal periods in the print, as transcribed. Footnote 2's "order" and footnote 3's "after" sit in degraded type but the readings are secure from context.
