p. 25. The crop is the data block printed beneath a chart. Above the year headings it carries the chart's legend — the words "Pre-Complaint Settlements and Adjustments", a hatched (vertically striped) key box, and "Cases in which Complaints Issued" — which is graphic legend material rather than column headings over the five numeric columns, so it is not reproduced in header_rows; the chart itself is above the crop and not shown. The stub column has no printed heading, so cell 0 of the heading row is empty. Scan quality notes: in "Total Merit Factor (Percent)", the 1960 cell reads as "29 1" because the decimal point has dropped out of the scan; every other figure in the row and column is printed to one decimal, and 11.9 + 17.2 = 29.1, so it is transcribed as "29.1". In the 1958 column of "Cases in Which Complaints Issued (Percent)" there is a small raised speck just after "11.0"; it is not aligned or shaped like a footnote marker (no footnotes are printed under this table), so it is treated as a scan artifact and omitted. Several lowercase letters lose their dots in the scan ("ın", "Ad justments"); the words are transcribed normally.
